Why is the San Antonio City Council Voting on an UDC Amendment that the Zoning Commission Did not Pass With A Recommendation?

Mayor Ivy Taylor and the City Council are voting tomorrow, December 17, 2015 on an amendment related to the definition and zoning of Ambulatory Surgical Centers (including abortion clinics). This amendment will make it possible to put abortion clinics in residential areas. The amendment was not recommended by the zoning commission per usual procedure. A quorum of 7 council members were needed to vote on the definition and amendment. Note in the video, 7 members are present and yet they did not vote to recommend this measure. You have to wonder why procedure isn’t being followed. Why is it that Mayor Taylor and the City Council are moving without zoning commission recommendation to make it possible to put abortion clinics in residential areas?
