City manager gives controversial Hays Street Bridge project the OK

City Manager Sheryl Sculley has approved, with minor stipulations, a proposed apartment complex on contested land next to the Hays Street Bridge, single-handedly clearing the way for a project that is vociferously opposed by many longtime East Side residents and was twice rejected by the city’s historic commission.
